Man blir inte automatiskt mantalsskriven i en spansk kommun, utan måste själv registrera sig. Det kan man göra oavsett om man endast vistas delar av året i sin spanska lägenhet och är skatteskriven i Sverige. Mantalsskrivningen har inga i sig skattemässiga konsekvenser, men däremot bidrar det till att kommunen får större statliga anslag för exempelvis vård, utbildning och säkerhet.

Det räcker inte att personen är registrerad i kommunen, padrón, för att kommunen skall få bidrag från staten. Han/hon måste vara bosatt. Resident. Rätt eller fel kan jag inte avgöra. Det är den information min kommun gått ut med.

BUSTING THE PADRÓN MYTHS

1. Local councils DO receive money from central government based on the numbers of people registered on the Padrón...but ONLY those classed as RESIDENTS.

2. The principal requirement for registering on the Padrón has ALWAYS been that (in this case) San Fulgencio is your 'habitual resi dence'. In other words, where you LIVE.

3. If you are an EU NATIONAL (OR a UK NATIONAL covered by the terms of the Withdrawal Agreement) and San Fulgencio is your 'habitual residence', you are required to confirm your registration on the Padrón EVERY FIVE YEARS.

4. If you are a NON-EU NATIONAL (which now include UK NATIO NALS NOT covered by the terms of the Withdrawal Agreement) and San Fulgencio is your 'habitual residence', you are required to renew your registration on the Padrón EVERY TWO YEARS.

5. The hard copy of the Padrón certificate issued by the Town Hall for use in several administrative procedures or for the purchase of some major items in Spain is VALID FOR THREE MONTHS. This does NOT mean you need to REGISTER on the Padrón every three months.

6. If you are a NON-RESIDENT and registered on the Padrón, you

MIGHT have tax implications as you have declared this to the authori

ties as being your 'habitual residence'.

7. Being registered on the Padrón does NOT (as a non-Spanish national) give you the AUTOMATIC right to VOTE, as you must also apply to be registered on a separate CENSUS. The next municipal elections are planned for May 2023, so please keep an eye out for a major information campaign in 2022 regarding the voting procedures.
